Fed: Govt ready to release second stimulus package

SYDNEY, May 18 AAP - The northern NSW town of Armidale will become the first mainland
Australian site to be connected to the national broadband network (NBN).

Prime Minister Julia Gillard will flick the switch shortly before noon (AEST) on Wednesday.

This will make homes and businesses in Armidale the first on mainland Australia to
receive super-fast optical fibre internet connections.

A ceremony is due to be held at Presbyterian Ladies College to mark a key milestone
in the $36 billion NBN rollout.

Customers will initially have access to internet speeds of 100 megabits a second, which
is five times faster than existing ADSL2 copper connections.

Armidale lies within the electorate of federal independent MP Tony Windsor, who is
backing Labor in minority government.

The New England town was one of five NBN first-release sites on mainland Australia,
along with Townsville, Kiama, Willunga and Brunswick in Melbourne.

In August 2010, the Tasmanian towns of Smithton, Scottsdale and Midway Point became
the first places in Australia to be hooked up to the NBN.

Political group GetUp has joined calls for an inquiry into the treatment of DAVID HICKS
at Guantanamo Bay.

It follows similar calls from the Australian Greens earlier this week.

GetUp says the federal government must examine how an Australian citizen came to be
held at Guantanamo Bay and investigate allegations of torture.

NSW:Passengers injured in boat crash

SYDNEY, Dec 5 AAP - Several people have been injured in a boat crash on Sydney Harbour.

Police say the party boat crashed into several moored boats at the Casino Wharf at
Cockle Bay at about 11:45pm (AEDT) on Saturday before hitting the wharf.

They say investigations into the incident are continuing, but early indications suggest
the boat may have suffered mechanical failure.

A number of passengers on the boat were treated at the scene and taken by ambulance to hospital.

Their injuries are not believed to be of a serious nature and mainly consist of abrasions
and neck and back pain. All other passengers were safely removed from the vessel.

A court's been told a number of staff at Bundaberg Base Hospital tried to undermine
Dr JAYANT PATEL'S efforts to cut surgical waiting lists.

During cross-examination at PATEL'S manslaughter trial today .. Dr DARREN KEATING's
told the Supreme Court in Brisbane that PATEL had a very strong work ethic.

He said that ethic led him to suggest and implement improvements .. including the reduction
of waiting times .. within the hospital.

However Dr KEATING's told the court PATEL'S efforts were sometimes undermined by other staff.

He said a nurse who was in charge of the intensive care unit approached him on a number
of occasions about issues she had with PATEL.

The 60 year old's currently on trial chargesd with three counts of manslaughter ..

and one of grievous bodily harm.

The trial continues.

NSW: Teen charged over brawl after trio stabbed

SYDNEY, Aug 6 AAP - A 17-year-old youth has been charged over a brawl in western Sydney
in which three teenagers were stabbed.

The trio, aged 16, 18 and 19, were confronted by a group of about 15 males on Argyle
St, Parramatta, on Tuesday, police say.

A brawl erupted and the three suffered stab wounds.

Police arrested the 17-year-old in the same street at about 2.30pm (AEST) on Wednesday
and later charged him with three counts of reckless wounding and one count of affray.

Officers also searched a home at Bulah Way, Seven Hills, and seized a number of items
for forensic examination.

The youth was refused bail and is due to appear in Parramatta Children's Court on Thursday.

CANBERRA, Feb 11 AAP - Air traffic controllers have moved a step closer to strikes,
with the results of a ballot on industrial action to be known on Thursday.

Industrial action has been looming for months, although Airservices Australia, which
employs the controllers, claims workers have been coordinating mass sick days in a series
of unofficial strikes.

The controller's union, Civil Air, called off Christmas industrial action, but was
almost certain members have voted to go on strike in the coming weeks.

Strikes could start as soon as February 24.

While Transport Minister Anthony Albanese would not talk about the possibility of airports
grinding to a halt nationwide, opposition transport spokesman Warren Truss warned of coming
chaos.

"Airlines have privately indicated that they are likely to cancel services rather than
allow planes to fly in airspace which may or may not be monitored by air traffic controllers,"

Mr Truss said.

He said much of the union's demands seemed excessive, but also called on the government
to show what plans it had to counter strike action.

"A full industrial war at our airports is simply not needed at any time, but right
now it is lunacy.

"Our nation can ill-afford to have its response to the economic downturn hindered by
the wage demands of a handful."

Sticking points in the negotiations between Airservices Australia and Civil Air have
centred around a massive pay rise and retaining unlimited sick leave.

The union argues unlimited sick leave is necessary in an industry where sick workers
could potentially put lives at risk.

Counting of the ballot, to be overseen by the Australian Electoral Commission, will
start on Thursday morning and a result will likely be known in the afternoon.

Qld: Bligh asks CMC for advice on minister claim

Premier ANNA BLIGH has asked Queensland's Crime and Misconduct Commission to report
on claims that government ministers ordered Department of Child Safety workers not to
tell police about suspected child abuse cases on Cape York.

The claim from a north Queensland police officer follows outrage over the gang-rape
of a 10-year-old girl at Aurukun.

A team led by the CMC is investigating why the department took the girl from a safe
foster home in Cairns .. and then failed to promptly alert police of the crime.

Ms BLIGH says she'll release parts of the CMC's initial report later today .. but some
details can't be released because of privacy issues.

Now, Google's ideas about cell phone service. In January, the Federal Communications Commission is expected to auction off spectrum for wireless use and the Internet search firm Google has said this year that it would bid at least $4.6 billion in that auction if the FCC adopts Google's ideas about open platforms.

Google says we've got to be able to buy a cell phone and download any software application we want, connect to any network that's technically accessible with any wireless network we sign up with, and also that resellers ought to be able to enter the wireless market. The FCC has not formally stated the conditions for the auction, but a majority of commissioners told Congress that they favor some open platform conditions but not so much as Google is asking for.

Well, joining us is Chris Sacca who's head of the Special Initiatives at Google. He joins us from Seattle. Welcome to the program.

Mr. CHRIS SACCA (Special Initiatives Head, Google): Thanks. A pleasure to be here.

SIEGEL: And first, can you briefly describe Google's idea of what we ought to be able to do with our wireless devices and telephones that we presently cannot do?

Mr. SACCA: Sure. For too long, we think American consumers just haven't had any choice in the wireless business. You're stuck with paying high rates. You're not sure which phone you can use with which network. You don't really have a lot of choice. And as we move into the future, the same spectrum that's being used to deliver mobile telephone service is going to be used to deliver the Internet, and so we think this is a great opportunity to go ahead and really stand up on behalf of American consumers.

SIEGEL: Well, the chair of the FCC, Kevin Martin, told a House committee that he favors making part of the spectrum open to any wireless device where you could download any software. If that were the rule for the January auction, would Google be in it or would it be on the sidelines?

Mr. SACCA: Well, I certainly respect the chairman's efforts to keep a few balls there and here and really pay homage to a lot of different players, and a lot of different constituencies. But at the end of the day, we think that his duty is to go ahead and put consumers first. And so we think that it's really vital to take all four of these openness conditions into account. And we've said to go ahead and guarantee revenues to the federal government, that we'd be willing to pay the $4.6 billion if he does. If he doesn't, we'll have to go ahead and take a fresh look and see if it still makes sense for us and our partners to enter into the auction.

SIEGEL: But if indeed openness were limited to only a small part of the spectrum that's being auctioned off, would that mean that Google would simply, in taking a fresh look, probably take a look at not being part of the option?

Mr. SACCA: I think that's too far of a conclusion to draw right now. I think what we've seen actually is that there has been a resounding support both in the American public, in the press and even on both sides of the aisle on Congress for openness principles. It's hard to find anyone in this country who's deeply satisfied with their wireless service today. And so, in that light, I think we're just starting to see the tip of the iceberg. I think you're going to see principles like this not only embodied in the 700 megahertz spectrum that we're talking about, but across all existing wireless services as well into their fixed line Internet access. So I think we're going to see a lot of choice coming down the pipe for American consumers.

SIEGEL: What do you say to the big operators, AT&T and Verizon Wireless, when they say we developed these networks, and the restrictions that guarantee us revenue from them are really a fair return for our investment?

Mr. SACCA: Well, I think there's a couple of things to consider here. First, most of the spectrum that they use to build these networks was given on free by the federal government. They never had to pay a dime for it. So I think they should continue to develop the spectrum with the public interest in mind. But the second thing is just to ask them which of these openness principles do you object to, which of these do you think is worth billions of dollars? Is it the right to prevent users from going to the Internet site they want to choose, the right to go ahead and choose a software they'd like to use, the right to choose the handset that's most innovative and they think would serve them best. One of those, if their argument holds, is worth billions of dollars to them and so it's hard for me to stomach the idea of restricting user choice being worth billion of dollars.

SIEGEL: Well, real life example here. As somebody who buys an iPhone from Apple cannot access Verizon navigator on that device, are you saying that if you're willing to buy a device, you should be able to access any program out there even if it's a proprietary Verizon program.

Mr. SACCA: If the software provider is going to provide it for you and make it available to you, sure. I mean, this is the way the Internet works today and it works really well. You sit down in a browser, you can direct your browser to any site on the Internet. And so far the fixed-line Internet service providers haven't prevented you from going many places on the Internet, but some of them have been threatening to, and certainly the wireless providers have been preventing that traffic from going where users chooses to go. At the end of the day, if users have choice of where they want to go, often, they choose Google. And so, there's some self-interest in it too. But we think putting American consumers first and giving them that choice is very important right now.

SIEGEL: Is there $4.6 billion worth of interest there for Google?

Mr. SACCA: Sure. I think -

SIEGEL: Where was it going to come from? Where does it pay off to put that much money down for spectrum?

Mr. SACCA: Anytime that Americans have the choice to go where they want on the Internet, they've shown that, more times than not, they choose to go to Google. And so as they use the search engine, as they see advertisings, as they have access to more of these services, it gives us the opportunity to go ahead and innovate and make those programs available to people.

I think our fear, and the fear of companies like Skype, eBay and Yahoo who've joined us in making this openness arguments is that we are going to ask our engineers to develop really innovative software and platforms that may not actually be available to end users if the wireless companies decide to not make it available. And that would be - that would really frustrate innovation in this country and I think would leave us further behind Europe and Asia.

SIEGEL: Well, Chris Sacca of Google, thank you very much for talking with us today.

Former ATSIC chairman GEOFF CLARK has been ordered to pay the legal costs of a woman
who won a civil rape claim against him.

A civil jury yesterday found Mr CLARK raped CAROL ANNE STINGEL 36 years ago .. and
awarded her 20-thousand dollars' damages.

Judge MORROW has now ordered Mr CLARK to pay about 71-thousand dollars in costs.

Fed: More Aussie's added to Toronto line-up

SYDNEY, Aug 23 AAP - Cate Shortland's telemovie The Silence has been added to the long
list of Australian projects to screen at this year's Toronto International Film Festival.

The drama stars Richard Roxburgh, Essie Davis, Alice McConnell and Emily Barclay and
is Shortland's first project since her 2004 hit film Somersault.

The two-part telemovie screened on the ABC earlier this year.

A feature-length version will be seen in Toronto and will premiere in Australia on
Foxtel's Ovation channel later this year.

"This is a great acknowledgement of the standard of work created by actors and crew
for television in Australia and we are delighted that we can bring The Silence to a broader
audience," said producer Jan Chapman.

Also screening at Toronto, from September 7 to 16, are The Book of Revelation, Macbeth,
Suburban Mayhem, Jindabyne, Ten Canoes and 2:37.

It is a strong year for Australians at Toronto with Russell Crowe and Abbie Cornish
to attend the festival with Ridley Scott's latest film, A Good Year.

Robbins, and Cate Blanchett will attend the festival with Babel, in which she stars opposite

Vic: Truck driver killed in state's north

MELBOURNE, April 17 AAP - A Victorian truck driver died when his vehicle hit trees
in the state's north.

The death of the Shepparton man in his mid-20s early today brings the state's Easter
road toll to three.

Police said the man was thrown from the truck which burst into flames.

The accident occurred about 15km west of Benalla when the man's truck ran off the Midland
Highway about 5.30am (AEST).

The man died at the scene.

The three deaths over the Easter long weekend increases Victoria's road toll for the
year to 94, 21 fewer than at the same time last year.

Meanwhile, police have revised the toll to omit the death of a man found on Saturday
in a burning car near Princetown on the south-west coast.

Police today said no collision had occurred and the death did not meet the road toll criteria.

Investigations are continuing.

Vic: Nixon backs Moroney's call for child abuse summit

Victoria's top cop has backed her New South Wales counterpart's push for a summit to
address child sex abuse.

NSW Police Commissioner KEN MORONEY called for the summit after revealed the state's
investigating 650 cases of sexual and physical abuse of children aged under 16.

Now Victoria Police Chief Commissioner Christine Nixon has supported his call, saying
child sex abuse has been a major issue for Australia for many years.

She says victims of abuse often end up in the criminal justice system and can) end
up with a great deal of mental illness as well.

Ms NIXON'S comments came after Western Australia's Police Commissioner KARL O'CALLAGHAN
backed the summit, as well as Queensland Premier PETER BEATTIE.

According to results of a Eurobarometer survey, released on 16 June, 74% of Europeans feel that disclosing personal information is a part of modern life. The same proportion of citizens (75%) want a right to be forgotten' on the internet. This right has been promised by Justice Commissioner Viviane Reding and it would allow internet users to ask Google and other internet players to erase their data.

The survey - based on a sample of 26,574 citizens aged 15 and over across the EU - is loaded with figures. For example: in the mind of 75% of people surveyed the most private data were financial, followed by medical data (74%) and identity cards and passport numbers (73%).

Given that most of the information internet users reveal is linked to the use of social networks, such as Facebook, said information most often provided was name (79%), photos (51%) and nationality (47%). Online shoppers most often provided companies with their name, address and GSM number. Forty-three percent of respondents said they were asked to provide more information than was necessary. Only 58% of internet users read privacy statements online and 70% of them adapted their online behaviour accordingly.

Only 33% of users were aware of the existence of national authorities dealing with information technology, privacy and freedom, such as the Commission nationale de l'informatique et des libertes (CNIL) in France. Furthermore, 62% of people in the European Union gave the minimum required information so as to protect their identity. They were more likely to trust public authorities rather than companies. Seventy percent of the respondents said they were concerned about companies using these data for purposes other than agreed. Twenty-eight percent were prepared to pay to have access to their data stocked by private or public entities. Although a majority of Europeans wanted to be responsible for the protection of their own data, 90% were in favour of having the same data protection rights across Europe. Opinions varied when it came to choosing between legislation implemented by the EU (44%) or by member states (40%). With regard to companies using their data without their knowledge, 51% of Europeans felt that they should be sentenced, banned from using the collected data (40%) or forced to financially compensate victims (39%). Eighty-eight percent felt that their privacy would be better protected if large companies were obliged to have a data protection controller.

The Psychiatric Services and Clinical Knowledge Enhancement System (PSYCKES) initiative is based on an award-winning portfolio of web-based tools designed to identify Medicaid enrollees statewide who are receiving care that is considered both costly and questionable in quality. Through PSYCKES, system users are able to easily review quality indicators, identify consumers whose treatment could benefit from review, and obtain medication and service utilization information to support quality improvement and clinical decision-making. The OMH/DOH PSYCKES has resulted in significant benefits to the stakeholder groups, Medicaid patients, and New York State.

The worldwide end-user WAN and Internet access service market will grow 24 percent over the next four years, according to Infonetics Research. The company based its findings on interviews with network managers at 240 organizations of all sizes.

According to Infonetics, the growth will be driven both by increased WAN use by existing users, as well as the addition of new applications like multimedia and enterprise resource planning (ERP), which consume significant bandwidth.

The market research house also reported that the mix of WAN access connections is changing from mostly frame relay and TDM to a wider assortment that includes optical-Ethernet and broadband. Leased line and frame relay still account for 94 percent of carriers' Internet service revenues from business; DSL brought in 5 percent, and cable modems 1 percent.

The findings are contained in "User Plans for WAN and Internet Access, North America 2003."

TATA TELCOS MOVE COURT AGAINST ORDER ON SPECTRUM CHARGES

NEW DELHI - Tata group firms Tata Tele Services and Tata Tele Services Maharastra (BSE:532371) yesterday challenged the hike in spectrum usage charge in the Indian Supreme Court.

Passing an interim order, the Telecom Disputes Settlement and Appellate Tribunal (TDSAT) directed Uninor to pay Rs 3.8 crore, 60 per cent of the penalty imposed by the Department of Telecom (DoT), in Mumbai circle.

INDIA'S TIMES INTERNET TIES UP WITH RCOM FOR WORLD CUP CONTENT

NEW DELHI - Indian internet and mobile services provider Times Internet said it has tied up with Reliance Communication (BSE:532712) to provide content related to the upcoming ICC World Cup to other telecom users.

BEIJING - The number of China's mobile phone users topped 859 million by the end of 2010, and the penetration rate was 64.4 per cent. In Shanghai, the cell phone penetration rate reached 122.9 per cent, ranking the country's first place.

BEIJING - The size of China's mobile phone game market slid 4.9 per cent quarter on quarter in October-December 2010 to 877 million yuan (US$132.99 million), due mainly to a change in policy by Chinese telecom operators, according to the market research firm Analysys International.

The market believes that Chinese carriers' policy of sending text messages asking for confirmation from mobile phone game players directly impacted revenues from standalone games.

INDIA'S SUJANA TOWERS NET RISES OVER 2-FOLD TO US$2.98 MLN IN Q3

MUMBAI - Indian power transmission and telecom tower maker Sujana Towers (BSE:532887) said its net profit grew more than two-fold to Rs 13.58 crore (US$2.98 million) in the third quarter ended December 31, 2010.

The company had a net profit of Rs 5.62 crore in the same quarter last fiscal year, Sujana Towers said in a filing with the Bombay Stock Exchange.
